There are some organisations that are able to assist in certain circumstances.
If you have a connection with the services - ex serviceperson for example then the RBL may assist, or SSAFA
You can ask the local CAB - they may be able to suggest a charitable organisation that could assist with part payment or if you are in receipt of some benefits, you may get some abatement - (court costs) not for the main costs though (that element is £450)

The Fees are £450 for the Insolvency Service and £150 for the court.
The Court fee can be waived if on certain benefits with an EX160 form (i think). The Insolvency Servce fee is payable by everyone regardless of income. There are some charities out there that may be able to help you and your local CAb often has a list of these
