No it is not taken at source, the collection agent will make an arrangement for you to pay it monthly, usually by standing order.
No, I don't believe it's taken at source. I think the IPA (if you're eligible to pay one) is taken as a direct debit each month. I don't have one yet, but I think that's how it works.
