in my experience the DWP own the vehicle and usually have it registered at the DVLA in both theirs, and the users, joint names.
Legal ownership lies with the DWP and therefore the vehicle is safe in the event of the users bankruptcy.
I do not know if the DWP have any ruling regarding applications to them for motability made by a bankrupt, perhaps you should check.
What I do know is if you buy / acquire before bankruptcy not only will you keep it but whatever funding you have to make towards the vehicle would be an allowable expenditure claim.
