it would normally be before discharge tracy, certainly with a BRU. If you disagreed with the proposal of a BRU then the OR could apply to the court to have your discharge postponed until the matter of a BRO was heard by the court.
In much the same way as discharge can be postponed for an IPA/IPO to be arranged.
So if you are discharged with no IPA and no BRU then you won't be getting either of them.
