Are you able to apply for jobs in the banking sector with an existing IVA?

Maybe, but the application will usually ask if you are or have been in an IVA or been bankrupt, so you won't know until you apply.

Most banking jobs will carry out a credit check too.

Best to just tell them from the start and ask if it's worth applying.
