 Bailiff threatening to remove goods i need to work with

A bailiff with a walking order is threatening to remove goods that I need to work with. The money owed is for VAT. We have paid 4,500already off the bill and have offered to pay another 4,000 cash and a further 4,000 on my personal bonds as security . I am being threatened that the van is arranged for tomorrow and unless full payment is made they will remove the goods. Can they do this. The total still owing is £15,048.18 which the 4.000 would be taken off.leaving a balance of £7,048.18
