I recently received a letter from the OR regarding possible early discharge and enclosing an IPOQ form which I have sent back. Does this mean i am on the verge of an early discharge or do they send out this as standard even before they finish investigating your case? I went BR early this year.

The only things that would stop you getting an early discharge is if one of the creditors objected or you didn't get the IPOQ back in time.
