What happens if some of the debts are for items on hire purchase but the items have been stolen and are not insured?

Hi

you would need to have a crime number for the theft of the items to convince the OR.
Also if an item has been "purchased" on HP it belongs to the HP company until full payment has been received.
In the event of a theft you are required to inform that HP company that their goods have been stolen.
