hi

usual cases for refusal are

1. documents not right so the clerk sends you away
2. you have gone to the wrong court so the clerk sends you away
3. you are now living in mainland europe (EU) so the clerk will send you away
4. currently in an IVA and you have no termination letter from the IVA company - clerk sends you away
5. Judge thinks that you have not done any research and suggests you go away and come back after taking advise from an expert

thoses are the likely ones
