It could be the case, but if you have made numerous attempts asking for a bill without any reply then it could mean you don't have to pay. I was under the impression that after a certain period of time they cannot insist you pay for something that is over a year old (or something like that). Sorry I can't be more certain but it might be worth looking into and maybe speaking to Citizens Advice about?
