 can I go bankrupt and have a fresh start?

I divorced in 2002 after husband having affair. I got the house and I supported 3 children. Could not afoord to keep the house and sold in 2007 paid off the mortgage and some debit but still owing 17000. Have now moved in with partner who owns the house but struggling to pay the debit I only own a car worth £700 can I go bankrupt and have a fresh start?
