I am a british citizen but I live overseas, can I declare myself bankrupt?

yes you can but you would need a reason why you couldn't return to do so yourself and you would also need to give someone Power of Attorney to act on your behalf.

I think in PoW cases the BR must be filed at the High Court in the Strand, London.
